How Safe are we in security complexes

Having spent a number of years conducting assessments at locations and sites of differing levels of sensitivity; I have come to gain a unique understanding of how WE view security.
I have reached a conclusion: if we have not been a victim of crime, then it is usually because criminals have not chosen to target or attack us and not as a result of outstanding security measures or awareness. This may come across as very judgmental but I am truly talking to the collective WE, including me.
A recent incident forced me to reflect on the manner in which I live. I realised that I am a typical example of a person; who within the confines of a security complex; has come to blindly trust a stranger to take care of my personal security.
We are of the opinion that because we live in a "Security Complex" (Marketing gimmick), we are adequately secured. We pay large sums of money in levies and trust our body corporate to appoint a fully compliant and competent security company to protect our most prized possessions: Our Families.
I tested my assumption: I spent some time getting to know the security personnel that are employed to operate at my "security complex". I discovered that these individuals are underpaid and have very low levels of morale and job satisfaction, they have no career plan or path and feel "stuck" in their progress. This does not seem to be a good recipe for high levels of security awareness.
Further to this, the service provider is not compliant. This shocking revelation demonstrates that our complex is exposed to a severe security risk as a result of a non-compliant and unprofessional Security Service Provider.
Therefore in conclusion: a security complex through its misinterpretation of a concept and incorrect application of security principles has led us to be more exposed by creating a false perception that we are fully protected.
Remember: Security is always a perception, it can look bad but be good, and it can look good but be very bad..
